PayPal Autopay system

I'm looking for someone to design a backend only site that will allow admins to manually enter account information such as first/last name and other misc fields along with credit card numbers and data required to charge a card to paypal. The system will be used for our company to upload information field out on a paper form that will then charge the customer $20 per week through PayPal. Due to the sensitive data being used in this project it will be a backend only system which means aesthetics aren't of any concern. Bullet Points -Multiple Admins -Form to enter information for admins. This may expand into a front end system as well allowing customers to sign up online. Expansion should be in mind when designing. -Global settings for when and how much the weekly recurring charges are. -Each account can be manually charged by an admin with a manually cost. -If an account is entered half way through a week, the charge that is placed on the global charge date will be adjusted according to the date the customer started on.
