Hello I am writing on behalf of the city of Annapolis, MD and am trying to establish a VHF automated radio check service for our town located on the Chesapeake bay. I am trying to find or create equipment that can be activated by a caller's signal, record their transmission and then transmit back to the caller with a short message and a recording of the caller's original transmission. I have an audio input source and I want it to record and then if the recording is over x seconds, it will need to automatically replay the audio through an output. It will rebroadcast through a radio, it shouldn't require any special programming as the audio output transmitting radio will be using noise activation, so as soon as it hears the rebroadcast from the recorded audio it will automatically transmit and then stop transmitting. It would be best if this program is able to be ran in a regular Windows 10 environment, or easily setup through a pi.

My goal is to get broadcasts from my clients on RTMP format, do some improvement, applying some filters in real time, and then rebroadcast to other servers using RTMP. I also want the modified video to me used as a Virtual Web Cam. The filters I want to apply are Selective Gaussian Blur and Waifu2X . Both filters must be very fast, if necessary they can use the GPUs. I was planning of using ffmpeg, Frei0r and nginx, but any other program could be used like GStreamer. If you can do only part of the job, like creating the filters, it will be already very good.
