Yes Excel can do this. What we need to do is, create a backend sheet to handle "raw data" (.csv in this case) and dont touch your formatting. You will just put the data there and this will update your original sheets. Let me know if u are interested.

Greetings! I can suggest one option - a macro to convert the raw csv format into the format that you need can be run every time the file is opened. Optionally, workbook can be set up such that refresh can happen whenever you click a button on the workbook. So, it would be a one click solution and you need not format the file every time. To avoid duplicate records you can use [Remove Duplicate] menu sir. If you want to make an auto update from csv file to your excel file, I can set an [Import] button to your excel file. I believe the solution I can give you is updating a master sheet and eliminating the duplicates. I have done this successfully in the past.
