Waiting room tv software

Looking help for basic waiting room tv application. Need basic application to zone tv screen and zone 1 (top left big zone) display live tv from antenna feed and from url e.g. YouTube. Zone 2 (top right ) – weather or advertisement Zone 3 (bottom, marquee) -, stock feed. Similar as news channel screen. Zone 1 is must have requirement. Zone 2 & 3 can be static as of now. I will need intellectual property with all code. Check attached sample image(need 3 zones only). Technology : prefer Web (chrome) or Windows base application. Angularjs, WebApi, .net, Google app. etc Framework : .net, java or any open source. Platform : Windows or Linux Must have : • You can use tv tunner card if need and buffer stream for minimum time and show. • User should able to change channel from remote. • LiveTV zone • If any • If any 3rd party APi need.. consult first.
