Web Scraping Files from Data Base

Hello, I am looking for someone to scrape information from the EDGAR database of the U.S. Securities and Exchange Commission (SEC). In particular, I am looking for the following: 1. The scraper should download the full record of all files of the type "14A" in two formats: htm and txt. 2. Additionally, I need a .csv file that includes all file names, file paths, and basic summary information available in the SGML header. So for example, the columns in the .csv could be named: file_name, file_path, company_name, company_cik, file_number... 3. The web scraper should be written in python and the code should be thoroughly commented to allow me to understand it, and amend it if necessary in the future. 4. It should be easy to update the downloaded information with new filings in the future. So for example, the scraper could allow me to specify a range of dates such that I can only scrape filings made in 2017. 5. Ideally, I would also like to request that the txt files be cleaned to make them more readable, for example by removing ASCII encoding or unnecessary html tags.
