You are using one of the following in the wrong place: 1. get_stylesheet_directory_uri - is a web uri starting with http:// pointing to the child theme directory. (or) 2. get_template_directory() - relative path to parent theme. 3. get_stylesheet_directory() - relative path to the child theme. The problem is using http://...... spits the php with "add_action" function without passing it through wordpress engine. You may want to change these accordingly. It has to do nothing with timestamp settings, the timestamp you see is added by php and is the only server side processing that happens here. We can have a teamviewer and/or skype session which will be better to knock this off quickly and get you going.
