RSYNC Issue / Fix

I have a bash (.sh) script that rsyncs videos from one server to another server. Its not running correctly, its just not transfering the files from one server to the other... The script does some other things also, but I need it to work correctly in the rsync first... Here is the line for rsync in the bash script that needs fixed...
