Modify and Improve Web Captive Portal template

We are working on a Bus Wi-Fi solution to provide passengers with free on board Wi-Fi hotspot service by installing a specialized 4G/3G Router with local internal storage. The Wi-Fi hotspot will be free with Ads supported. The service works like any fixed hotspot in hotel, restaurant, coffee shop or airport. There is a Captive Portal that allows the passengers to access the locally stored infotainment content (videos, news, sports, games, etc.) directly without authentication. But they will need to receive an access code via SMS or using Facebook or Google+ for authentication in order to access the Internet. The Wi-Fi router supplier has provided us with a captive Portal and a cloud based content management platform for managing the content and the Ads. Unfortunately we don't like their web portal template and want to use our own. But by doing so, we will be able to only use limited features of their cloud based management functionalities. We have already our own web template and we had already started working on it. Now we are looking for an experienced web developer with content management knowledge who had work on a similar project to assist us in migrating some of the original functionalities (i.e login page), offline content management (downloading news, videos, etc. and storing them locally for passengers access as well as Ads insertion into the web pages or into the videos).
