I believe this will be an easy job. I understand that you want an info box popping up whenever it's clicked or hovered. But after a while or when the link is not hovered anymore, the pop up will close.

This can be done in a number of ways, mouseover and make a text box appear only during the mouseover is easiest, however if you want, you can also use a Javascript alert or different message box or even a new window. Let me know what you want and I'll get to creating the code for it.
