Window 98 Freezes at boot up

I have a Compaq Presario 5600i desktop running Windows 98 Second Edition. On too many occasions my PC freezes up when it is going through it boot up. To give you an idea of when it stops, I never get to the point were my desktop is populated with icons or hear my system play the sound file for the "Start Windows" event. When I do a Ctrl-Alt-Del, the only item in the box is "Msgsrv32 (not responding)" The only solution is to turn off and then turn the PC on again. Eventually, my PC completes its boots up. I do not want to reinstall Windows 98, because I lost the CD. Please tell me how I can make my PC boot up with near 100% reliability. If I have to run a utility that you have written, I will need source code so I can compile and run the executable.
