Pay Per Click Site

Looking for somebody to build a pay per click site. By pay per click site I'm not referring to adsense advertising but, instead, sites that pay users for clicking on and watching advertisements. Some examples are [login to view URL], [login to view URL], [login to view URL], etc. I would like somebody who is familiar with this kind of site and where to get the advertisements from, as I know adsense will not allow people getting paid to click on their ads. Basically the site should allow users to register an account, then be able to click on a fixed amount of ads every day. There should be a check in place to ensure they saw the ad through, and then it should go to me for approval. Once, approved the amount is credited to their account. The site will be in Chinese. I will supply the translation after we agree on content. I'm open to different design proposals, a catchy logo and design throughout would be a bonus, but not mandatory. I don't need anything too complex, just something that gets the job done even if it's simply a cookie cutter template customized to look unique. Please nothing illegal and no tricks. Thank you.
