Randomize tips and ads on articles program

I'm looking to create a program (doesn't matter if it's web-based or an application) that can take a set number of articles on a particular category that I specify and add little square boxes with tips and ads that I specify (that I can pick or choose randomly). For instance, I can write 50 tips and a few ads on a related topic and have them randomly appear throughout the articles that I specify in that topic. I should be able to load several different projects at once, each with their own set of articles and tips in that category. It should then be able to "drip" these articles to blogs like blogger and wordpress over random times (like once a day with random hours). If you could do this in a SEO friendly way (making h1 or h2 tags for titles with dynamic meta tags) with a standard html page instead of a blog, I'd be open to that as well. I'm more than willing to pay more for more features. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Varies depending on your skills.
