Hi, I am a developer with more than 9 years of experience. I can see you have the RECRUITER badge. I left freelancer preferred program because they charge 30% fee when you join the program. Leaving it let me use the budget to development and to to pay huge fees. The site only charges me a 5% fee. Please note that the Project Assistant will try to point you to a freelancer on the program in order to collect that 30% fee. I have no problem to work on CodeIgniter, but as it is discontinued for almost two years, I recommend to use a framework that has active development team as CakePHP or Zend. Probably, as this is a mid-size project, CakePHP should be a better option. The document is great to start but I really need something we can commit (both, you and me), while changes are part of any project, I am sure it will be good for both of us to reduce those changes.
