Need Advice/Set Up A Virtual Pc

This is an easy job for a coder who knows what they are doing.. I need a solution... I am based in cyprus with a very slow internet connection. I need to be able to use a 'virtual pc' to run desktop programmes that will allow me to upload big files to the internet using a faster internet connection from say USA or UK I have heard this can be done but need someone to set this up or give me adivce on how to achieve it asap.
