email/sms alert system

I need a frontend and additions to a backend for this project... The front end should allow users to signup using their email or mobile number, it must also send a random verification code which the user will have to enter before any emails are sent, after this they may then select from a few mailing lists (if x = false then mail, only mail if x = true etc) It must save this information to a table in the mysql database (extra money of you can make this signup page ajax) For the backend, I already have a backed which stores all the necessary information to a database, so the new backend will only have to check to see if there is new information in the database, and if there is it will need to send an email which includes information from the database to members based on settings they have saved I hope i haven't been too confusing, just send me a pm, i will give you an example of a site that does exactly what i want to do, i will also answer any additional questions you might have! Im on a very small budget for this project, however i don't think it will be horribly hard to do, and you will be considered for future projects Thanks
