Cam to Cam chat similar to Camroulette.com website

I would like to find a profressional coder who can set up and configure a random webcam chat website for me , very similar to [login to view URL] I would like additional features, allowing users to join the site and become member (member managment with admin pannel) and have a list of features that can be activated and deactivated on all users who have joined the site. I want users to be able to have multi language support and I need the script to run smoothly on my servers, I have red5 installed on my boxes and I have plenty of server resourses and bandwidth of my own. I would also like the interface to look appealing to my users, not plain and simple like chatroulette, so if you have any graphic design skills (photoshop, flash) it would be a real asset for this project.
