Flash - Cartoon Caption Contest

The goal of this project is simple. To have the ability of myself or a user logging on and uploading a picture. The user will have the ability to create a cartoon bubble or thought bubble of any size and write in any text. This is then placed anywhere on the picture. The picture is then saved and the users can comment on it. This is to be done in flash, php, mysql. Any other language or alternative - please advise.
