Content Manager - Section of site to edit site (add/edit/delete blogs etc)

Ok, so I need a "Content Manager" to edit a site. I will need a section to add/edit/delete blog entries. This needs to be made so that the user has NO programming to do. They just select images etc from options boxes or similar. Needs to be PHP and MySQL! **EDIT:** Needs to be like the way you write stuff in phpBB? With all the options at the top (bold, url etc) and have a section on left where they can click on an image name and the correct code is inserted into the textarea? Can you do this all with just PHP? I would also like if you can have comments through the code incase I need to change something. I will also supply a template which I would like it done in. I will give you any details/acess codes you need to know if i accept bid.
