Data Recovery from an Apple Backup taken 5,5 years ago

I have an external harddrive on which I took regular backups from my Apple computer. I had bought the Apple Computer about 2014 plus/minus a year. I can not recall which system it was. I did regular backups and I was always able to access my files. But I was not able to access the pictures so the photo library. When I opened the backup I could access my data and when I wanted to open my photos the system told me I dont have the library downloaded. I would download the library but it would again give me the same message. So I am hoping to find a way to recover all data from my harddrive including mainly all the photos. Given that I am in Australia I would have to send you the harddrive and therefor I will have to be sure you have many reviews so I can verify that I will get my harddrive back AND my photos plus data. Please reply with how that would work. By your reply I will see if you actually read the project or not. Please advise how you would proceed. How would the external harddrive get to you. How would I get the data? I now need the data as files as I DONT Have a macintosch anymore. So I need to be able to access all files AND photos via Windows PC.
