TL;DR puppet for customer devices and ansible for server automation My English is not very well but I'll try to explain what my suggestion is: 1) using puppet for customers devices puppet have client-server model so puppet-agent on rpi will connect to main server and grab manifests with business logic and apply them; you don't need vpn or ssh connections in this case because puppet using own ssl connection to main server and this will work like a charm even behind NAT; puppet have dashboards (both commercial and free) and management systems like foreman 2) using ansible for making customer rpi images and other automation stuff, etc because it is extremely simple and learning curve is very low; ansible have few things which makes him different from puppet: first is ansbile have client model which is means ansible have to connect to the client or do things locally - there is no ansible server which client can connect to; second is ansbile have direct execution order e.g. step by step execution unlike puppet which compute execution order at manifest compilation time (so you have to deal with dependencies); that is :)

I made a home-automation system for myself. This can control the heating-water and air-conditioning and function as a burglar alarm system. You can control remotely, via mobile or web-browser. Hi, I'm a member in local big wireless community which runs custom openwrt routers, and various network management systems. I love to learn about scalable network systems, and efficient telecommunications. In my spare time I play around with esp8266, arduinos, embedded linux computers, etc. to test 'IoT' stuff. Also, I use ansible in some of my deployments, and starting to use rethinkdb instead of redis.

I have experience with this kind of design, but there are some security issues in your case which must be solved. It's important that the clients must not reach eachother.
