Responsive Web/Mobile Content Locker Creation

I need a responsive web/mobile content locker similar to the one in the attached picture. I want it to be able to prevent access to any webpage I desire. Locker must be viewed on any web or mobile browser (android, IOS, Chrome, etc.) I need to be able to customize the shape, size, pictures, color, and font. It should be editable. Graphic & Photoshop Skills are needed. I need to show message according to country. For example, locker setup has two custom message panels. One is for default. (i.e) it shows same message for all users regardless of what country they are from. I need another panel in the plugin setup where I can create more custom messages according to country. (i.e) locker should recognize the country based on ip and must show custom message that I mentioned for specific country. It must activate when either the webpage loads, or when someone clicks on a button. You must also be able to intergrate a 3rd-Party Billing API into the backend, So that when a user makes a payment, the content locker will unlock, and give the user access to the blocked webpage. Locker must not be blocked by any adblocker . For example , web browser add on or adblocker can recognize the url and it may block over time. So I should able to change the custom domain in script to avoid adblock. We need fully functioning content locker/gateway on the hasoffers platform. The content locker must be similar to adworkmedia, adscendmedia or cpalead content locking gateway. Essentially, the content locker/gateway locks the content underneath it until an offer or payment is completed. Once completed it is reported back to the network, the network then awards the publisher and the gateway is notified to unlock/vanish off the page, revealing the content. The HasOffers platform has an open API and postback system that allows for this type of behavior.
