HTML Doc layout - open to bidding

Hi,   I have an introduction page that I need turned into an HTML in order to email. The over-all look of the page should be serious yet with a feeling of openness.   The html page guidelines:    • It should be simple – with no photos • Text layout should be clear uncomplicated and easy to read • The 2 client references should be in separately defined text boxes • Please add some business type blue color banding or lines to make it a bit more visually interesting • Be sure to include the link to the additional testimonials • I would like the template be editable 1)       I need one page  o    editable - as I will need to be able to make small changes in the text  2)       I will provide you the full text 3)       I will offer a reference layout – please don’t follow it exactly, its only to show you the simplicity I require       And what is the expected cost?
