application that fills out the forms of a classified ad site from an excel file.

I'm looking for a serious developer who knows how to code a web application that fills out the forms of a classified ad website in order to post ads automatically from an excel file. all the ads are already written in an excel file ok the application lines one line of the file and fills in the first ad, there is an image to choose from a directory, once the form is filled in it automatically posts the ad. I want to have the option to enter how many ads the application should post. example I put the number 5 and the application will take 5 lines of the excel file and will fill and post 5 ads automatically with a time of 3 or 5 minutes between each ad to post.
