One page website template (header, footer) + mobile version

Hi, I need a one-page template, with header, footer, and in-page design. It will be use for a recreationnal website, style may be "cartoon", with "flashy" colors, but with good taste. It could be easily modified for a mobile version. You must be aware about European design. You have probably noticed that Website designs is different, between US, Asia, Europe. Of course you have to provide the PSD files. I'm not 100% satisfied with previous workers on Freelancer, so i'll only pay when 100% satisfied. I really need a top graphist to work with in the future. After that i'll need a banner for this website, but not for now. Please add the word "France" to you bid, to be sure you've read everything, and send me some examples of your previous similar works. After that i'll send you some details. All other bids wont be answered. Don't hesitate even if you are a new profile, i'm judging on the skills. Price has to be the lowest as possible.
