When it comes to NGOs, I have volunteered for 4 months at an NGO called Endeleza. They were passing through a similar process, reorganizing the NGO. I helped them assess the job descriptions of the volunteers, help them organize a crowdfunding campaign along with other projects.

The first thing would be to define the core values, mission statement, vision and goal of the NGO.
As an optional, we can work a bit on the storybrand of the NGO and define what makes it unique. Try to create a communication plan that captivates the donors.
After that, we would create a diagnosis to analyse the company "AS IS". What are the process and areas that the NGO already have? We will list the gaps and opportunities.
Then, we would create an action plan to structure everything.
