Mautic and Vtiger help

We have installed Mautic and it's working but we need help with a couple of issues for now: 1. Handling bounced emails so they get collected and removed / flagged from the database. 2. Throttling - so we only send 300 emails / hour 3. Synchronizing with Vtiger so Mautic can download and upload information to Vtiger. We prefer to work on an hourly basis as this will be an ongoing position. As we use Mautic more and more, we will have additional questions / issues. We are a small company and would like to pay $5/hour or less. Thank You.
