Alert before Print Out

Hi, I am looking for a windows application or background service which will: - Hook the Windows printing process completely so every application which is trying to print gets an alert message. - Alert message on screen will be blocking everything in background just like when a software tries to install and Windows asks for permission. (in websites its commonly called "light box") - "Please consider environment before printing," Are you sure to continue printing? (YES) (NO) - yes and now are two buttons asking users choice, background all applications will unable till the user answer this box, even user cannot switch between the applications using ALT + Tab keys or any other Windows keys as it will be blocking message. - If user clicks the (YES) button then this blocking message will go away and printing will continue as normal. - if user clicks the (NO) button then this blocking message will go away and printing will be cancelled without any cancelled documents in the printing queue. - This alert message text should be configurable through windows registry entry. - Software delivery includes: 1. Complete software source code rights. 2. Source code should be properly documented inline. 3. Source code compilation and installation setup instructions. 4. Software deployment and configuration documentation. 5. No 3rd party compiled libraries should be used other than Microsoft free redistributables like framework run-time. 6. No free or open source (GPL or any other license) libraries should be used in the project. 7. Preferred Microsoft .NET framework 2.0 and above Please include in your bid 1) which development platform you are going to use 2) what will be the compilation and Windows setup build-up requirements 3) what will be the deployment / run-time requirements.
