Need A Native Japanese Speaker -- 2

Very bad experience for me. He is an unprofessional translator. He don't know what is a CAT tool. I will never hire him again. He did not complete my job. He accepted my project and agreed to do two tasks and then without doing the 2nd task now is asking for payment and good rating, how is it possible ? He must had to complete both tasks as agreed. He can't do it because he don't want to use the CAT tool which is needed to do this task. But at first he was okay with any tool. Not recommended!!
