Php/ Mysql Expert (Existing site changes)

This guy said for over a week it would be done tommorow, over and over. Then finally said it was to hard a project. It was making 3 simple forms to add a user to an existing database. Seems another of the groups from india that just bid on everything and waste everyones time. Do not waste your time with this guy. He is all talk and no clue.
