Develop device controling App by xamarin

I need an app which works on both iOS and android platforms using xamarin. The app is suppose to connect to a device which is in the AP mode and change it to the client mode and connect the device to the local network. Then control the device through REST protocol. The app is include sign-in page, device page, add device page, settings, about and etc. More detail will be explained during negotiations.
