Wordpress Developer: Contact Box, Responsiveness Fix, and Optimization

Task 1:
Hiring someone to modify an existing wordpress template of mine to create functionality for a contact box popup when the user clicks the "Contact Button". This needs to be coded from scratch not utilizing any plugins.
Please attach the PDF for detailed instructions about this contact box.
Task 2:
If you look at the URL posted on my PDF, you'll notice that the webpage has issues with responsiveness, particularly with mobile view + tablet view. The 3 images of the page and text get jumbled and overlap. This needs to be resolved.
Task 3:
I need the developer to optimize my website for speed. This will require caching plugins, clear the page from the slow unnecessary blocks, optimize images, compress JS etc, plugin replacement and deletion, etc. This will also require most likely removing the revolution slider and recreating it with standard block with a text and image.
Additionally, I want all things not being used by my page deleted. This includes other pages, plugins, templates, etc. I imported a theme and have a lot of random files and plugins not being used.
Task 4:
Polishing. I need the developer to improve the positioning of the logo or any other elements to make the site more visually appealing. This is a very minor request and should not take much time.
