Need speed optimization on Wordpress website

Hello,
We have a website built on the following CMS/Plugins and libraries:
1. Wordpress + Woocommerce
2. ACF
3. W3 Total Cache
4. CDN and Security from Cloudflare + Wordfence
5. Lazy loading both from cloudflare and smush-it
6. 16Core CPU 32GB RAM VPS
The issue is our page still takes long time to load on mobile. Desktop is relatively faster.
We we need and Must have is as following:
1. The page load or first visible content should be loaded under 3-4 seconds
2. We have a priority on rendering a block, Advise or implement a way to load few blocks on the page first and others later based on the priority list provided by us.
3. The speed should be compatible to the growing data and users on random times
4. Give suggestions, advice and ideas to improve more and reduce load on both apache and mysql server.
You must have expert knowledge handle on the plugins and CMS core. The work will be tested and trial will be done before moving to a resolve. More details will be provided to the selected freelancer.
