WP Mass Page Plugin Developer

I would like to explore my options in terms of creating a WP Mass Page Builder Plugin. There are a number of plugins on the market, but I find them all lacking in terms of use. My biggest issue with the ones currently available is that they have to be used with a template/theme that is included with the plugin. We need a mass page plugin that can be installed on any theme in the wordpress repository. We would like to integrate a page builder that will create attractive pages that will also build mass pages. I am looking to build a huge site that hits every US city and covers multiple niches. The site would need to be formatted by state parent page with the cities for that state. The plugin will need to have a database of cities in the USA that can be filtered based on population. The plugin will need to include spintax that will work through shortcodes. The plug in should allow for spinning text on the page so each page will have unique content. And seo feature to input titles, and meta descriptions, that will work through spintax as well. We would like the schema to be unique for that city pages. We would like a local city map on each page. This map will be local to the city that the page is for. Many of the mass page builders will do this, so it should be somewhat easy to include these features. We would some sort of interface to quickly be able to update short codes for telephone, street address, and backlinks on the page. so I don't have to manually make these updates. We would like the plug in to update the alt tags for the images on the page. If it is possible to embed geo coordinates on the pages with the plugin that would be really great. It would be great if the plugin would manually interlink with the closest city pages. We are only looking for someone who has previously created similar plugins.
