Clean up Google Tag Mananager (Multiple GA Master, Multiple Websites, Multiple GA's for Website)

I need to have our Google Tag manager setup so that it is secure and future proof so we can take on multiple clients and manage it from one location.
We have a landing page Wordpress CMS which is used for multiple clients which I need to capture GA/Advertising/Facebook retargeting etc information per client aswell as a master GA account which we use over all websites.
Want someone to assist in future proofing the Tag Manager and set it up as if we are an agency.
I will require also documentation on everything but specifically the security and project hierarchy
Long term relationship and hope for the new freelancer (one person) to fall into be a regular part of our digital team.
Needs to be available business hours 9am-5pm GMT +10
Must speak perfect English
Ideal if they have Digital Marketing background and have been certified from Google / Bing
