Throttle SMB traffic based on IP destination

We have a NAS server running Server 2019, and it's sharing files using SMB connection to 28 local (LAN) clients and wifi clients.
What we would like to achieve is to capture outgoing SMB connection, whenever there is an IP connected with SMB protocol and thottle it to specific MBps.
Example,
Server IP is [login to view URL]
- A LAN client is connected with SMB connection with [login to view URL] IP
the program would then throttle the SMB connection to that IP to 12 MBps for example.
- A wifi client is connected with SMB connection with [login to view URL] IP
the program would then throttle the SMB connection to that IP to 12 MBps for example.
So there are 2 methods to cover both LAN and wifi.
1. List of IP for LAN connection
2. Trap IP connected through wifi and throttle SMB connection made by that IP.
Preferably ran as service and always active whenever the server is active.
