Hi, we've cooperated before and I have enough skills for this project. Yet it's a huge task. First I would like to get some clarifications: 1. "Rich database for this exists" - how large it is, how often it is being updated, should it be uploaded to the portal and merged with existing database etc. 2. " ... preset algorithms/equation for over 100 mathematical/analytical functions that will run on the portal." - are they defined in a list or should a freelancer assemble/implement them? 3. "The portal must have a robust statistical back engine and must be platform-neutral and can run on the web, mobile and with opportunity to convert into a mobile app." - do you mean that the complete portal solution should be later converted to a mobile app without dependence on online data (less than incremental updates)? As I see it and would implement it, is this: 1. Shiny server (scripts that run R statistical tool in the web) on a dedicated, cloud hosting. It requires Linux Ubuntu or (with limitations) Mac OS X environment (the latter not really suitable for large portal). Why? All the statistics functions built in, with an option to add packages as needed. 2. All reports done with calling parametrized D3.js scripts with input data from portal (R e.g. Shiny) engine. All scripting to include generated charts into predefined infographics to be exported as image file and/or PDF. 3. Responsive design, possible mobile apps later. Please let me know.
