Researching business, website and legal issues for a new business venture

I'd like to build a business (website) where I read children's stories on video and parents can subscribe monthly to give their children access to the animated stories. Adding more frequently.
I'd also like to do the same with relaxation -mindfulness audio (s).
I need to know feasibility, costs, legal ramifications (Reading other people's books) and essentially how to start this.
I'm really in the research phase of this project. I need substantially more information before proceeding to website design, implementation, maintenance phase.
Questions I have:

What is the market for this?
What would be legally required from book publishers to be able to read their books online for profit? If anything?
Estimated initial start-up costs to make this viable.
How to most effectively and economically advertise this service? Estimated costs?
