HTML5 + CSS3 website template

simple website template.... needed.
I found a menu online I want to use, make it hover on top of the main screen when scrolling down.... and for a second page for "howto" page I want the main menu to be there and as well expandable floating menu index of howto paragraphs right under the main menu that expand and when clicked takes you right to that section on the bottom of that page.
Take a look at pictures attached with notes and how I want it to looks like.
I would like the main menu to be done the way so if I wanted to create next pages, I can just load it there (so when I modify menu in one place, it takes effect on all pages).

PS: need it in smart way put together :) so I can learn from it and expand
PS: I do not need it done in any framework like on to of wordpress or anything.... I don't need you to get some template from some site and modify it.... with hundred links to random stuff all over the place.
I want 2 pages: MAIN PAGE and HOW TO PAGE, as shown in attached pictures.... and yes, .... there will be some css files so you ca organize it how you want.... the same with a file for the Main Menu....
