Landing Page Creation (with Join form & Screenshot designing)

I need a landing page created in HTML/CSS, which will also include a small form (that only asks for visitor email address) that emails content to me, and very simple graphic design using a couple screenshots and altering them somewhat, and a text-only small logo. This page will be used as a temporary page that will be used until my online service goes public. It's purpose is to collect pre-signup emails, so that I may email these visitors when my service is ready to be used by the public. Most important aspect this freelancer will need to be great at is html/css design, preferably search-engine optimized. You can start from scratch, or use a product like wordpress, joomla, bootstraps, etc... just as long as it matches the overall design and style I'm looking for. I can work with you as you submit files so that we make any changes until we got it perfect. This will only be 1 page, with a working form that changes to text after the visitor hits the form button. I rather the form be custom (it will have only 1 field) than using a form-maker like wufoo. Page will need to be responsive and look perfect in all major browsers on Desktop, Laptops, and Tablets (but not for smartphones) ---------------------------------------- The page will be divided into layers/rows. First layer with the form, second layer will show off features, 3rd will be how it works off of any device, 4th will be featuring another feature. As they scroll down past the first layer, we will have a footer slide up that will have the form again. That way as they scroll down, this second form will always be on their screen for when they are ready to submit their email.
