PHPBB Skin Website/Graphic Design - Design ONLY

I have a website dsigned in PHPBB and would like a new skin to be laid on top of this. I can disclose my site over PMB, it is in Spanish. I am looking for the design only (I prefer PSD but any layered format will work). Another coder will do all the development and slicing. This project is for the PHPBB skin only. If you have knowledge in PHPBB usability it is a plus so please mention it. I am looking for CREATIVE, top quality work. NOTE: even though the budget is set to $250 max, if your work is work worth more please bid accordingly. I like the layout of ( girls forum *dot* com). My Skin should be based on there format. 1) Layout should be 95% full width ... this will allow people to see there custom backgrounds 2) Theme should be based on the forum, ( girls forum *dot* com). Not that the site is about girls but the layout, style of color (I like light blue instead of purple) backrounds and links should be similar 3) Corners should be round not box 4) Colors should be light/dark blue ... 5) Backgrounds (switchable) ... They should also be scrollable ... I like the fact that as you scroll down the page the background does not move 5a) Backgrounds Country Flags would it be possible to make the backgrounds have the various country flags as the background but not the wild colors, all shades of blue? The country flags should be outlined in that background. I am looking for country flags for latin american countries. 5b) Colored : Can you use webackgrounds in girls forum for the girls and supply some more masculine backgrounds for the men? For a couple of backgrounds just changing the colors will make it masculine I have included a pic that shows some of my ideas.
