Create mobile responsive website based on wire frame

Looking for an experienced web developer to create website based off of wire frame design, and add input on how to make design more user friendly. The website is fairly self explanatory by looking at the wire frame. The features that I need are as follows: 1) When user fills out a message form, form is emailed to site admin (Not to buyer), and is tagged with the buyer profile and buyers email that was being messaged. 2) When a user fills out a registration form, the profile is added to the site and will appear when one of the corresponding zip codes is searched. The registration form is also emailed to site admin. 3) The Text boxes need to have a scroll bar so user is not limited to how much they can write when filling out the "Describe your home" field or the Message field. 4) Ability to search buyer profiles by zip codes 5) Ability for buyer profile to be attached to multiple zip codes that they are looking in 6) Website needs to be responsive When website is completed I will need the site uploaded to my godaddy C-Panel Please reply with what programming language you would use for the site, your fixed quote price, how long you think it will take to complete, and any ideas for the site or questions you have. I am looking to have the website completed asap. so time for completion will be taken into heavy consideration.
