Connecting 20 remote sites to Headquarter

I am trying to connect 21 sites in Papua New Guinea using Kacific ([login to view URL]) KU band broadband satellite internet using 1.2m disc.
In the head office we have optic fiber cables from our national telecommunication company, Telikom PNG ([login to view URL]) that supplies VOIP telecommunication to IDD subscribed numbers.
Scenario
Only the head office have optic fiber cable connection and have access to IDD subscribed numbers.
Solution
1. Install 21 satellite disc (1.2m) to the 21 sites to supply satellite broadband internet using KU band from Kacific.
2. Connect the 21 sites to the head office on VPN. (Require a network design).
3. Using the VOIP connected to the head office will distribute to the 20 sites.
4. The head office have 10 mbps download and 3 mbps upload dedicated as there are many users. The other 20 sites may have 4mbps download and 2 mbps upload dedicates or shared.
