VB6 app sending email through Outlook Express on XP has stopped working

I've been using the module in attached file to send emails from my VB6 invoice program for about 10 years. March 23 I started to get errors. I added more debugging error messages and it appeared to be "transport error 80040217". However, in debugging I've changed some things with "from" email accounts and passwords. Now I am not getting errors and emails are being sent. However the emails do not seem to be going through my Outlook Express program like they did before. I would really like this to work as before so I have a record of sent emails. What is also interesting, it seems like the BCC feature is now working, where previously it did not. It is like a different email program is now doing the emailing. Other than this issue, my Outlook Express continues to work as it did before.
