Hi There Based on what you have provided in your post, I am able to give you the code you need in much less then 40 hours BUT the reason I have quoted for 40 hours is to allow me to bid as low as possible. Essentially, what I am offering is this: I will give you the code you need for $80 (as per your budget I would assume). If I am able to do that then my work is complete - even if I do it in much less then 40 hours. So the pressure is on me to to the work as quickly as possible to earn the highest yield possible. IE I would need to do this under 3.8 hours or I will start to make a loss on my own time. If I can't complete the work in 3.8 hours I will continue to work until the work is done (up to a limit of 4 hours). This bid will only work if we don't allow scope creep, so I would assist in defining the work very carefully at the beginning of the project (before work starts) - just to protect myself.
