Video editing - cut/splice 80-100 scenes into single video with transitions

Working on a video skit for the Shriners. We have 100-120 scenes, and a few sound effects that need added. You will be given uncut numbered-scene videos, of which there are multiple takes of several, a script so you know which order the scenes go in, and several titles for credits and scene description. You will need to cut the scene videos, add transitions, and splice into a single video. We will also have a few outtakes that we would like in a separate video as an extra on the DVD.
We will also need an intro title animation, nothing fancy.
There is also one scene that needs some text on a police car blurred out.
We will need both 1080P and DVD video.
