I need an Architect

I am in the process of building my home in Mauritius and need an architect that will do the following:
1. Design the house according to the strict guidelines of the estate
2. Provide all drawings, layout plans and 3d renders to be used by the contractor for construction
3. Be very efficient in using space available to construct due to unusual shape of land. The house needs to maximise garden space.
4. House size to be 2500 sq ft with a small lobby, 3 bedrooms, a tv/game room, a study for 2 desks, a grease kitchen, a separate dining room. The master bedroom will include a walk in wardrobe, shower and bathtub.
5. The 3 bedrooms should be close together so that when one door is closed, the whole area is secured and not accessible by any intruder.
6. A pool will be done so the layout should take that into consideration.
7. The designs need to be approved by the committee. A success fee will be paid for approval on first submission.
