This can be done as I have made Morse auto decoder encoder decades back, will you be strobing high power LEDs? Will your input be standard Morse Key (mechanical)? Do you need the design only and guidance to make the product or also a prototype shipped to you.

We can easily design the product using arduino and as you asked it can be driven easily by batteries. The size will also be small.
