Write some software

I need you to develop some software for me. I would like this software to be developed . hello, I have a project that i need quoted...I am not sure of the platform i need possibly mobile app or a desktop app probably Watson bluemix but i can describe to you what this application will need to do.I am a finance manager at a used car dealership.....I have a set of criteria that applies to a list of auto loan lenders, it consists of a list of 33 minimum auto loan customer requirements for each lender ...and i have another set of criteria that consists of customer input finance application questions.... What i need is a Bot based user interface that would ask the user the customer input finance application questions in a conversational style that the said user could talk to text the answers back to the app/bot ...then it would have pre programmed list of lender criteria and could cross reference the data to match the correct customer with the best fit of [login to view URL] ideally the user could pre-load as many lenders into the system as he wants based on 33 requirement questions and then the user could add customer applications into the system via voice to text and the system would cross reference the customer data with the lender data and and then calculate the best lender match to submit that particular customer to...and potentially the system would be compatible with some of the lender application submission portals/ API systems in current use and would therefor proceed to submit the customer application to the top 3 lenders that match.... The app will be used by dealership employees to help speed up the application process when matching a customer to the proper lender..I hope i am describing this in enough detail so that you can quote me on all details of what we need to do and how much it will cost to do it..thanks
