looking for a Video capture software developer

Video capture software from air tv, super, video, rca, hdmi, etc. Video will be captured from usb or pci tv card (source) and start capturing using command (ex: ctrl+y) and stop in same way. When capturing, software will be able to take snapshots using command or button. Video will be stored as .Avi or relative ( extremely compressed). Photos will be stored in db. Database used will be as simple as Ms Access.
