i am sharing my internet connection from server to bluetooth devices

however I would like to share the internet via multiple bt usb devices - the bt device in this case acts very similar to network cards

You need use a technique named bonding.
Linux bonding uses severals network devices for get them into one logical segment so traffic can be distribuited better.
Really, I dont hear talk about to make bonding using BT devices but... in theory i can be work.

Can you explain what happens if you try to connect another device to the PAN.
I am asking this as a PAN is a local area network just smaller as bluetooth has a smaller range than 802.11 a/b/g/n/ac spec and once you have a PAN enable you can simply just connect multiple bluetooth adapters to the PAN as much as the host can support.
One thing i need to also mention is that you would be limited by the version of the bluetooth stack you are using.
The table below would show you what to expect and how much throughput to expect, you'll also know how many clients can connect before service/internet becomes degraded.
